The Council’s Community Asset Transfer and Support Programme has launched today, 05 November 2025.
The programme recognises the significant value that community assets provide in supporting the wellbeing, development, and cohesion of the residents and local communities in the borough. It is seeking to secure those assets to ensure they continue to deliver community benefits into the long term. Examples of assets include community halls, sports pavilions, allotments and open spaces.
The deadline for submitting expressions of interest is 2 December 2025.
The application process has two stages and organisations who are successful at the expression of interest stage will then be invited to complete a business case.

The Council is inviting expressions of interest from eligible organisations who are interested in one or more the three areas of support set out below:
Community Asset Transfer: Your organisation is seeking the transfer of an asset currently owned by the Council to deliver community benefits into the future. Alongside the transfer you may also be seeking additional support from the Council to make necessary capital improvements to the asset you are seeking and/or grant support for the initial running costs of the asset.
Asset acquisition followed by Community Asset Transfer: Your organisation would like the Council to acquire an asset it doesn’t currently own so that your organisation can then take over the running of it to deliver community benefit into the future. Alongside the transfer you may also be seeking additional support from the Council to make necessary capital improvements to the asset you are seeking and/or grant support for the initial running costs of the asset.
Grants to improve community assetsalready owned by an eligible organisation. Your organisation owns an asset in the borough (either freehold or on a lease of more than 10 years) and would like to improve that asset to ensure the delivery of community benefits into the future. You are applying for a grant award of between £75,000 - £500,000.
Eligible organisations for this programme must be:
Registered charities
Community Interest Companies limited by guarantee
Town or parish councils within Reigate and Banstead
Other registered groups or clubs that are part of the Voluntary, Community and Faith Sector

Voluntary Action Surrey East (VASE) are delivering two sessions on the considerations and practicalities of running a community asset.
These sessions will be particularly helpful for organisations considering taking on an asset for the first time or those who are looking to increase the scale of their activities.
