An opportunity to bid for up to a total of £500,000 of strategic CIL funding will be open for infrastructure projects for one month between 30 June and 30 July 2025.
Bidding for strategic Community Infrastructure Levy funding will be open for one month in July 2025
The Council uses the Community Infrastructure Levy (CIL) that we collect from developments to help to deliver “infrastructure” that supports the borough’s development, to help sustainable communities to grow.
This includes allocating the “strategic” portion of the CIL collected to projects through a 5-year infrastructure programme, the “SIP”, Strategic Infrastructure Programme. The Council’s current second SIP, SIP(2) covers the period 2023/24 to 202728.
Outside of the SIP, a total of up to £500,000 will be made available in 2025/26 to fund, or to contribute towards infrastructure projects that support the borough’s development.
Bids for this funding must be emailed to the CIL Team in the month between 30 June and 30 July 2025, submitted on the Strategic CIL application form that will be made available on the Council’s website at https://www.reigate-banstead.gov.uk/info/20369/community_infrastructure_levy/20/community_infrastructure_levy_information/5
A Guidance Note will be also available.
All bids will need to comply with the two legal requirements for strategic CIL, being an “infrastructure” project that “supports development of the borough”, and the two other Council SIP screening criteria that the projects need at least £10,000 CIL funding and that they would be delivered in this SIP period (by 31 March 2028).
Bids that pass screening will then be assessed against the SIP(2) assessment criteria.
Successful bids will be reported in the annual SIP update reports to Executive and in the Council’s published Annual Infrastructure Funding Statement.
