Local Government in Surrey is changing and this will potentially have implications for the way services are run in the future and the relationships between the new councils and their key stakeholders.



The 11 Surrey districts and boroughs have jointly created this short survey [ https://rbbc.newsweaver.co.uk/1jzllln7e3/1b39jyq0d5w/external ], which they are keen for local organisations and groups, including yours, to complete to help shape what happens next. The survey takes 5-7 minutes to complete. The closing date for survey completion is 9am on Thursday 17th April. Local Government Reorganisation (LGR) is about central government wishing to simplify the way in which local government is delivered in two-tier areas such as Surrey, where the county council is responsible for some services, while the districts and boroughs are responsible for other services. The Government plans to combine county council and borough / district councils to create new unitary councils.



Surrey has been prioritised for local government reorganisation and is required to submit final proposals by 9 May. The Government will make a final decision on what form local government will take in Surrey in the autumn. New unitary councils are expected to be in place in April 2027.



Having only been prioritised in February, SCC and the 11 district and borough councils in Surrey have had to work at pace to develop proposals. An interim plan was submitted on 21 March [ https://rbbc.newsweaver.co.uk/1jzllln7e3/11rnwa3r8ht/external ] and is in two parts – part A and part B:  

Part A sets out how Surrey County Council and the district and borough councils are working together to progress local government reorganisation, following the directive from the Government.
Part B includes 1) a reorganisation proposal drawn up by the districts and boroughs, and 2) a proposal drawn up by Surrey County Council. Both discuss the advantages and disadvantages of different options. All o all of the documents are available to download on our Local Government Reorganisation (LGR) and Devolution web page.
