We invite you to respond to a scoping consultation for our new Local Plan which is now open for six weeks until 5pm on Monday 26 October 2026. Full details of the consultation can be viewed on our website.

The new Local Plan will influence how the Borough grows and thrives to 2044, and guide planning decisions across it. It will set out where new homes, jobs, and infrastructure will be delivered, while safeguarding greenspaces, heritage assets and the character of our towns and villages. It will also help to ensure that facilities and services are put in place to support new development.

At this very early stage, the scoping consultation is an initial opportunity for residents, local businesses, visitors and other stakeholders and consultees to help identify key priorities, opportunities and challenges for the new Local Plan to address. Input will help shape policies developed at later stages.

We are seeking views on:
    ✔ ️matters that are relevant to the preparation of the new Local Plan
    ✔ ️the issues that the new plan should address and what it should contain
    ✔ ️how we should engage with key stakeholders and the community throughout the plan-making process.

This consultation does not ask for comments about:
    x specific development sites
    x preferred locations for growth
    x the final number of new homes.

These issues will be considered at the next stage once further evidence has been assessed.

Copies of the consultation materials are also available to view at the Town Hall, Reigate as well as at the Borough’s libraries in Banstead, Horley, Merstham, Redhill, Reigate and at Tattenham Corner, where you can also pick up a hard copy version of the survey to complete.
