We committed to providing regular updates on our progress with re-opening the Harlequin Theatre. We continue to work towards the key dates outlined in our last update so whilst work continues behind the scenes, there are no headline updates. I’ve provided a summary of where we are this month. Theatre building update We continue to work with the Bailey Partnership and Apex Contractors to progress detailed design and preparatory work for the removal of the reinforced autoclaved aerated concrete (RAAC), the replacement roof structure and associated essential works. As we said in the last update, these works will now include replacing the air handling system and two large windows (on the Station Road façade which go directly into the roof structure) both of which have become necessary to bring the building back into operation. Key milestones and target dates We continue to work towards the dates below whilst reminding you that his is a complex project with multiple interdependencies, a finite budget and influenced by factors outside of the Council’s control. The timeline below reflects our current working assumptions: - July – September 2026: Technical design phase working with the Bailey Partnership and Apex Contractors under a pre‑construction service agreement, which will enable Apex to produce a detailed price for the construction work. This work includes Apex working with its supply chain partners to refine the design details and to plan the practical arrangements for carrying out the work.
- October 2026: Agree detailed price for the work.
Note: If the submitted price exceeds the approved budget, we will need to look into alternative contractors which would affect timelines. - November 2026: Construction works estimated to begin onsite, if the Council accepts the price and permission from the head leaseholder is secured.
- 12–15 months: Estimated duration of onsite works.
Theatre operator update We had a productive meeting with our preferred theatre operator earlier this week. As part of the negotiations, we discussed community access including requests put to us by the Harlequin Support Group. Contract negotiations continue and are tied into the construction works contracts. We look forward to being able to announce the operator formally once both the operator and construction works contracts have been signed. Theatre opening date We don’t have an update on a theatre opening date since last month. As we said, it will also be dependent on the theatre operator – its own internal ‘fit out’ schedule and its programming of entertainment acts. Reminder: Redhill Arts Takeover: 5 to 12 September 2026
We’re excited for the upcoming week-long celebration of art and culture in central Redhill - taking place a month earlier than previous years. This year’s programme is packed with some of the past popular favourites as well as brand new activities. You can see the full line up and book activities at www.reigate-banstead.gov.uk/arts-takeover. Any costs are kept as low as possible and are designed to cover professional fees only. And finally Our priority is ensuring the work is completed safely, lawfully and in a way that secures the long-term future of the theatre, including continued access for local community groups. Thank you once again for your support for the Harlequin Theatre. Cllr Richard Biggs Leader Reigate & Banstead Borough Council
