New Horley Town Council Chair and Town Mayor Appointed

At its Annual Meeting on 6 May 2025, Horley Town Council elected Cllr Lynnette Easterbrook as Council Chair and Town Mayor, and Cllr Emma Fagan as Vice-Chair and Deputy Town Mayor for the 2025/26 Municipal Year.

Cllr Easterbrook, a Horley resident since 1993, is currently a governor at Trinity Oaks School and also cares deeply about sustainability, community and equal access to educational and cultural activities. She said she is “thrilled and honoured” to serve and is committed to ensuring Horley’s voice is heard during local government changes ahead.

Cllr Fagan, a longstanding resident and Business Development Manager at City & Guilds, said she is “honoured” to take on the role and looks forward to supporting the Mayor and residents.

By-Election in Horley Town Council Horley West Ward

A vacancy has occurred and therefore a by-election has been called in the Horley West ward on Thursday 5th June 2025. Voters will have received a poll card with the details of your polling station on it. A full list of the candidates standing for election is available here

 

High Street improvement works to start this summer 


The improvement works along the High Street will start this summer. These works include making the street one-way for motor vehicles, widening footpaths and improving pedestrian crossings, improving cycle facilities, adding pedestrian crossings, and introducing new planting and trees. These changes will enhance accessibility, safety, and the overall attractiveness of the area, supporting a vibrant and viable local economy for the future. 

As the works involve changes to the roads, a Traffic Regulation Order consultation will be carried out and statutory notices will be issued. More information about the changes and works schedule will be available in due course.

Surrey County Council has been working closely with Reigate and Banstead Borough Council and Horley Town Council to share information about the Horley town centre improvement works, ensuring that residents and businesses are kept informed of the latest updates. You will soon notice more communications about the upcoming works. Our team attended the St George’s Day event in April and had positive conversations with residents. We also plan to attend the Horley Carnival in June, where you can talk to our specialists in person and learn more about the project.

 Highlights from Horley Town Council’s Annual Town Public Forum 2025


The Annual Town Public Forum of Horley Town Council, held on 16 May 2025 had impressive community attendance and engagement. Residents heard updates from the Town Council and other partners, including Smith’s Charity Horley, St Bartholomew’s Church and the Community Foundation for Surrey, in regard to the Horley Edmonds Community Fund.

This year’s Guest Speaker was a representative from KSS Air Ambulance Charity, delivering a compelling insight into their life-saving work. The Town Council was pleased to make a donation of £500 to the KSS Air Ambulance Charity.

A proud moment of the evening was the presentation of a Town Award to David Edge, recognising his outstanding contribution to the community as Bandmaster of the Redhill Corps of Drums & Band.

Celebrating local sporting heroes: Reigate & Banstead Sports Awards 2025 winners revealed

The borough’s finest sporting talent took centre stage on Friday 11 April at the Reigate & Banstead Sports Awards 2025, held at Reigate Manor.

The annual awards celebrate the outstanding achievements of athletes, coaches, volunteers and clubs from across the borough. They shine a spotlight on those whose dedication and passion help sport and physical activity to thrive in the community—whether through competition, coaching, or behind the scenes support.

From Horley the Coach of the Year category was awarded to Sean Reynolds from Fuzion Dojo of Innes Pavilion, Thornton Close, Horley.

Kidical Mass Earlswood & Redhill is back for our 5th ride on Sunday 8th June 2025 and you are invited! Organised by Eco Earlswood and friends, we are asking that riders use this site to reserve their space FOR FREE so we can have an idea of numbers before hand - but everyone is welcome with or without a ticket (as this is a FREE event.)

Upfield and Cheyne Walk Roundabout Update

 

The community project, which started in 2022, has attracted wide support from Horley Town Council to The Scything Association for Britain and Ireland (SABI) and the South of England Hedge Laying Society (SEHLs).


Now the weather is warming up, roundabout spring planting and sowing has commenced. Patches of red campion, knapweed and ox-eye daisy (all perennial wildflowers) are to be planted in three beds prepared last year. To bring some colour into the space whilst the perennials establish, a colourful mix of wildflower annual plants and seeds have been added. They will be left to set seed and will be cut once they have self-sown.

As well as these taller growing flowers in the centre of the space, red and white clover will be sown at the edge of the roundabout where it’s ideal to introduce a lower growing species. This pretty flowering plant is great for pollinators and is also a good green manure; it’s fast growing and can be dug back into the soil in autumn to increase fertility as it’s a good nitrogen fixer. We won't be digging it in - it's there for pollinators and to add colour.

Horley Town Council Award a £500 Grant to ‘Men In Sheds’

Horley Town Council is pleased to announce an award of a £500 grant from the Horley Edmonds Community Fund to the Men In Sheds project, supported by the Alliance for Better Care CIC​. This funding supports the purchase of a metal storage shed in the Horley Health Hub garden to provide storage for tools. 

The grant was presented by Cllr Martin Saunders, former Town Mayor (2024/25).

This grant is part of the Town Council’s ongoing commitment to supporting community projects that benefit Horley residents. Each year, the Council allocates a budget to its Council Grants Scheme to provide small grants to local voluntary and charitable groups, enhancing services and opportunities across the town.
