Local people to be asked for views on town and parish councils
 

On Wednesday 18 June, councillors agreed to carry out a borough-wide review of the most suitable ways to represent residents at a community level.

 

For Horley or Salfords & Sidlow, which are already served by a town or parish council, people will be asked whether the existing arrangements continue to be appropriate or if they should be updated.

 

For other areas, the review will consider whether local communities would be better served by having a parish or town council. 

 

The first consultation phase will commence on 24 July and there will be public meetings held in advance of this date for those interested in submitting proposals.

 

Carrying out the review now allows local people to consider parish and town councils in light of the local government reorganisation, which will see the existing two-tier arrangement of district or borough councils and Surrey County Council replaced with new unitary authorities.

Funding to help deliver community infrastructure projects – bidding for strategic Community Infrastructure Levy Funding open for one month in July 2025
 

An opportunity to bid for up to a total of £500,000 of strategic CIL funding will be open for infrastructure projects for one month between 30 June and 30 July 2025.

 


 

We use our Community Infrastructure Levy (CIL) developer contributions to help to deliver infrastructure that supports the borough’s development, so promoting sustainable communities. This includes allocating the “strategic” portion of the CIL collected to projects through a 5-year infrastructure programme, the “SIP”, Strategic Infrastructure Programme. Bidding for the current SIP (covering the period 2023/24 to 202728) was open in autumn 2022.

 

Given the pending Local Government Re-organisation, with potential implications for spending CIL funding once RBBC ceases to exist as an entity, potentially from 1 April 2027 (12 months before the end of this current SIP), and the currently un-allocated strategic CIL funding likely to be available in 2025/26, a total of up to £500,000 will be made available for infrastructure project bids that would support the borough’s development.

Bids for this funding must be received in the month between 30 June and 30 July 2025, on the SIP(2) bidding form that will be made available on the Council’s website.

 

All bids will need to comply with the two strategic CIL legal screening criteria, being an  “infrastructure” project that “supports development of the borough”, and the two other SIP(2) screening criteria that the projects need at least £10,000 CIL funding and that they would be delivered in this SIP period (by 31 March 2028).

 

Bids that pass screening will then be assessed against the SIP(2) assessment criteria, with bids to be allocated needing to score at least 37 points in its assessment (see SIP(2) Executive report 23 March 2023).

 

Successful bids will be reported in the annual SIP update reports to Executive and in the Council’s published Annual Infrastructure Funding Statement.

Reigate & Banstead Town Hall  - General Emergency Evacuation Plans for visitors (GEEP)

Introduction

The Council have evacuation procedures in place which outline the action to be taken in emergency situations, however in view of the diversity of people using our facilities and services, it is necessary to provide arrangements that will support the needs of people who may require additional assistance during an evacuation.

The purpose of this General Emergency Evacuation Plan (GEEP) is to enable visitors to the building, who may have restricted mobility or those who may not be able to evacuate unaided to become familiar with the layout, evacuation procedure, available equipment and communication devices.

Evacuation in an emergency

Where persons with restricted mobility issues are located on and above ground floor level or in basements there are a number of aspects to consider:

  • Persons with mobility issues may require assistance in leaving the building from ground floor locations. In assisting persons with mobility issues, it may be appropriate to avoid the main cluster of evacuees when leaving the building
  • On first floor levels and above and in basements, persons with a mobility issue should be assisted to leave the building by the most appropriate route. If this is not possible a suitable refuge area should be sought, and other employees alerted to the fact that a refuge area is being used and the requirements of the person with mobility issues (e.g. Wheelchair user etc.). This information should then be relayed to the emergency services when they arrive on site.
  • Wherever possible, someone should remain with the person with mobility issues.
  • Lifts must not be used under any circumstances, either during an emergency or drill

 

The building

The Town Hall comprises of 3 main buildings all joined at ground floor level.

All floors at the site are accessible by using the lifts. – Emergency egress using the lifts is not possible during evacuation.

There are safe refuge areas available in 2 stair cores, one located in the Old Town Hall and one in the Middle Block office area. – These refuge areas provide an emergency phone for communication requirements. (see attached floor plans)

There are various accessible exits available on the ground floor.

Action required on hearing the fire alarm

If able, you should leave the building immediately, using the nearest first exit (see attached floor plan) and proceed directly to the assigned assembly point for the building (see attached floor plan).

If you are unable to evacuate the building unaided, please proceed to one of the safe refuges located in the building. (see attached floor plan)

A phone is located in each of the refuges, the phone should be used to notify someone of your location, if you have not already informed someone.

Other recommendations

It is recommended that all visitors to the Town Hall familiarise themselves with the floor layout and nearest fire exits and evacuation routes. – Floor plans and equipment locations have been provided in this document.

If you discover a fire

  • Raise the alarm by operating the nearest call point: usually located near exit doors.
  • Proceed to leave the building by taking the nearest, safest available exit and head directly to the assembly point. DO NOT gather or stop in areas i.e. walkaways, kitchens etc.
  • Wait for further instruction and DO NOT re-enter the building until the all clear has been given. – This will be communicated to you via your host.

What to do if you hear the alarm

  • Evacuate the building immediately using the nearest, safest available fire exit (this may not be the door you entered through) by following the emergency exit signs.
  • Follow the fire exit route directly to the assembly point. (Picture above)

I Choose Freedom is a charity that provides refuge and a path to freedom for survivors of domestic abuse. They have three refuges that house women and children. As part of their Refuge for All project, they also offer self-contained units to support any survivor.

Home-Start East Surrey is a local charity which provides friendship and emotional and practical help to parents with at least one child under eleven years old.

Their aim is to provide early support to families who are experiencing a wide range of difficulties such as isolation, low self-esteem, mental health issues and parenting difficulties. They work alongside parents in their own homes to help raise self-confidence and their ability to cope in an increasingly pressured society. Their emphasis is on parents helping parents.

Please save the date for The Junior Games, taking place on Saturday 13th July 2025, from 10:00am to 2:00pm at Donyngs Leisure Centre.

 

This exciting new event marks Reigate and Banstead’s local celebration of youth sport, created in partnership with GLL, our leisure centre operator. The Junior Games has been developed as our borough’s alternative to the recently concluded Surrey Youth Games, continuing the legacy of promoting opportunity, inclusion, and active lifestyles for our young residents.

On the 13th July, these young athletes will come together to represent their local leisure centres and compete in their chosen sport. The event promises to be a joyful and inspiring occasion, showcasing the children’s hard work, growth, and enthusiasm.

We would be delighted to see you there, cheering on the participants and celebrating the power of community sport.

Our fabulous Greenspaces, which include parks, play areas, commons, cemeteries and allotments, contribute to the quality of life of more than 150,000 residents. They are also vital for enhancing biodiversity and improving environmental sustainability.

 

Last year we asked local residents, businesses and organisations for their views on our green spaces. The feedback has helped shape a draft Greenspaces Strategy which sets out our long-term vision and priorities to help communities and nature to thrive.

 

You can read the draft strategy on our website and let us know what you think by completing a short survey or chatting to us at one of the park drop-ins. The consultation closes on 13 July 2025.
