Cycle Scheme
The Council is fully supporting the Government's Cycle to Work initiative. We are pleased to let you know that this scheme is now available to Councillors in addition to staff.
Councillors who sign up to the scheme are required to use the bike mainly for journeys between home and work while carrying out their duties as a councillor. The value of the bike can range from £200-£1000. Just visit a local partner shop - a list of participating retailers can be found on the cycle scheme website.
The cycle to work initiative gives you the chance to lease a bike for 12/24 months. Participants will pay back the amount from gross salary with an option to purchase the bike for a nominal sum at the end of the lease period.
Cycle Scheme Ltd. will handle the transfer of ownership of equipment after the hire period.
Significant benefits
Cycling is a source of fitness and fun, not to mention an alternative form of transport which complies with the Government’s green travel plan. By participating in the scheme you may also receive significant tax benefits. Cycling is also a great way to save money.

Councillors are eligible to join the Cycle to Work scheme as they are paid as employees for tax purposes. Therefore, when reading about Cyclescheme and documents relating to Cyclescheme, please replace words as follows:
Employee = Councillor
The Employer = The Council
Salary Sacrifice = Waiver of Allowance
Salary Payments = Allowances
To complete an application, you will need the following:
- Employer code: 261011
- Your payroll number which can be found on your payslip under the heading ‘Personal Reference’
When completing the application, you are likely to receive a National Minimum Wage warning message. Please continue to the next section as the National Minimum Wage rules do not apply to Councillors as Councillors are office- holders and receive allowances rather than wages.
